How to Scan Documents to PDF With Your Phone (No App)

You don’t need a dedicated scanner app to turn a piece of paper into a proper PDF — your phone’s camera and a browser tab are enough.
Steps
- Open Scan to PDF and tap Start camera (or Choose photos if you already have images).
- Capture each page — they’re added in order as you go; remove any bad shots before continuing.
- Tap Create PDF and download.
Built mobile-first
This tool is designed around phone use specifically — the camera opens straight onto the page on a mobile device, and pages are assembled into a single PDF in the order you capture them. It works just as well from a laptop’s webcam or from existing photos already on your device, if you’d rather use those instead of capturing fresh.
Getting a cleaner scan
Turn on “Enhance for documents” and each capture is converted to grayscale with boosted contrast — printed text comes out noticeably crisper and more scanner-like than a raw photo. If you’re scanning something where color actually matters (a colored form, a photo, an ID with a photo on it), turn enhancement off to keep the original color. For the sharpest result either way, fill the frame with the page and hold the camera steady.
Notes
Everything happens on your device — nothing is uploaded, which matters most for exactly the kind of documents people scan: IDs, contracts, receipts, medical forms. Once you have your PDF, if you need it to be searchable rather than just an image, run it through OCR PDF to add a text layer. To combine existing photos instead of using the live camera, JPG to PDF also accepts images straight from your camera roll.
