What changes at a generous size like 2 MB
At tighter targets, most of the size reduction comes from aggressively downsampling images. A common trigger: mail server limits

Where the size tends to come from

The files that genuinely need a 2 MB target tend to come from flatbed scanners set to a high archival resolution, or PDFs exported from design software with full-resolution images embedded for print.
